Overview

Istisqa' is asking for watering — asking God to send down rain by a prescribed means when it is needed. 1

Ruling

The Shafi'is, Hanbalis and Muhammad b. al-Hasan of the Hanafis hold it an emphatic sunna whether by supplication with prayer or supplication alone, as the Prophet ﷺ, his Companions and the Muslims after them did; Abu Hanifa held only the supplication is sunna. For the Malikis it is emphatic sunna in drought, recommended for the well-watered on behalf of the drought-stricken, and permissible otherwise. 1

Basis

It is established by text and consensus: "ask your Lord's forgiveness — He will send the sky upon you in torrents," and the practice of the Prophet, his caliphs and the Muslims. 2
