Summary
Malik says: whoever buys land in which there is pre-emption for people who are present should refer them to the ruler; either they are entitled, or the ruler confirms the purchase for him. If he leaves them and does not bring their matter to the ruler, although they knew of his purchase, and they left it until a long time had passed, then they come seeking their pre-emption; I do not think they have it. 1
