Ali appoints the sons of al-Abbas and Muhammad ibn Abi Bakr as governors

between 656 and 661 CE

Ali gave the provinces to several sons of his cousin al-Abbas: Abdallah in Basra, Ubaydallah in Yemen and Bahrain, Qutham in Mecca and al-Ta'if, Tammam in Medina, and with them Muhammad ibn Abi Bakr, his step-son, in Egypt. The book sets this among a list of forty-one governors and holds that Ali and Uthman both appointed kin when their competence was clear, not for kinship alone 12.

Opinions on the question

The question: Did Ali appoint kin for kinship or for competence?

First opinion · Sunni tradition (the museum's frame)Main reference

The book holds that Ali appointed his cousins for their competence, as Uthman had appointed his kin; that Umar set a caution about favouring relatives, and that Uthman and Ali set the precedent of favouring kin who are competent {cite:sallabi-ali-vol1 p. 359}.
More opinions (2)

Academic viewSecondary opinion

The book takes its account of the provinces from Abd al-Aziz al-Umari's study of the governorships; no contrary academic verdict is quoted at this point (needs_source) {cite:sallabi-ali-vol1 p. 351}.

Other viewOther opinion

The book notes that some modern writers accused Ali and Uthman of favouring relatives. It does not name them on the page, so their view is recorded as the book reports it {cite:sallabi-ali-vol1 p. 357}.

Ali's oversight of his governors: inspectors, complaints and discipline

Ali followed his governors through inspectors who questioned people about them, secret reports, an open door for every complaint, and written advice. When a charge against a governor was proven he jailed and whipped him with a rod, and on hearing a complaint he would say, 'O God, I did not order them to wrong Your creation or to leave Your right unpaid'.
