Overview
Sultan Muhammad Rashad, who took the sultanate and the caliphate after his brother Abd al-Hamid II was deposed, but the real power lay in the hands of the Committee of Union and Progress. 2
His nominal rule
Al-Salabi describes him as having no real power at all, since power had passed to the Committee. The Ottoman government became Turkish in its content and nationalist in its solidarity, after it had been Ottoman in content and Islamic in its bond. 2
Turkification and the Arab response
The Committee followed a policy of Turkification, influenced by Turanian nationalist ideas, and made Turkish the only official language. In response, the call for Arab nationalism was kindled. 2
