Overview
Character
Al-Salabi describes him as frail in build, very intelligent, practical and merciful, and one of the most honoured of the sultans of the house of Uthman. 2
Reform in his reign
Al-Salabi says that he was under the influence of his grand vizier Rashid Pasha, and that the reform movement in his reign turned on three points: borrowing from the West in organising the army, government and administration; steering society toward a secular form; and moving toward centralising authority in Istanbul and the provinces. 2 This is the author's assessment, not the museum's judgement.
