Overview
In Armenia
Al-Baladhuri relates that he came to Barda'a, where the differences in its measures and weights were raised to him, and he established them on justice, and made a measure called "al-Jarrahi", by which its people traded until the time of the writer. 1 Al-Salabi says that he was appointed over Armenia and Azerbaijan in 104 AH to repel the Khazars, that he crossed the river Kur, that the battle of al-Ran took place in 104 AH, and that he took Balanjar. 3 See his governorship of Armenia.
Tiflis and the Khazars
He sent the safe conduct of Habib ibn Maslama to the people of Tiflis, by a letter in which he imposed on them a hundred dirhams a year from their mills and vineyards. 1 See the treaty of Tiflis. Al-Salabi says that he governed Khurasan and Sistan for Umar ibn Abd al-Aziz, that Umar wrote to him not to go on raids, and that some four thousand dhimmis embraced Islam at his hand in Khurasan. 4
