Summary
A report from Malik that it reached him that a governor of Umar ibn Abd al-Aziz wrote to him that a man had withheld the zakat of his property. Umar wrote back: leave him, and do not take zakat from him along with the Muslims. When the man learned of it, he was distressed and then paid the zakat of his property. The governor wrote to Umar about it, and Umar wrote back: take it from him. The editor notes that Abu Musab transmitted it from Malik. 1
