Summary
Yahya transmits from Malik, from Yahya ibn Said, that Marwan ibn al-Hakam wrote to Muawiya ibn Abi Sufyan that a madman had been brought who had killed a man. Muawiya wrote back: impose the blood-money on him and do not take retaliation from him, because there is no retaliation on a madman. 1
