Summary
Malik says it reached him that in the time of Marwan ibn al-Hakam, certificates for food from the granary were issued, and people sold those certificates among themselves before receiving the food. Zayd ibn Thabit (may God be pleased with him) and a companion of the Messenger came in to Marwan ibn al-Hakam and said: Marwan, is the sale of riba lawful? He said: I seek refuge in God; what is it? They said: people trade these certificates, then sell them before taking possession. Marwan sent guards to follow them, to take them out of people's hands and return them to their owners. 1
