Overview
Al-Baladhuri relates that al-Hakam ibn Awana al-Kalbi built a city called "al-Mahfuza" beyond the lake on the side toward India, to be a refuge for the Muslims. Then Amr ibn Muhammad ibn al-Qasim built "al-Mansura" after it. 1
Al-Mahfuza
Al-Hakam took office when the people of India had become unbelievers, except the people of Qasa, so the Muslims had no place of refuge. He built al-Mahfuza and made it a shelter and a refuge, and the elders of the Banu Kalb asked him its name, and he chose this name. 1
Al-Mansura
Amr ibn Muhammad was with al-Hakam, who entrusted him with weighty affairs, and he sent him on raids from al-Mahfuza. He built a city beyond the lake and called it al-Mansura, the one where the agents lodged in the time of the narrator. 1
Afterwards
Al-Hakam was killed there. Then Abu Muslim, at the start of the Abbasid dynasty, appointed Mughallis al-Abdi over the frontier of Sind. 1
