Al-Qadir's rescript imposing distinguishing dress on the dhimmis

توقيع القادر بإلزام أهل الذمة تغيير اللباس

c. April 1038 CE · Rajab 429 AH

Baghdad

At the end of Rajab 429 the ashraf, qadis, witnesses, jurists and notables were assembled at Bayt al-Nawba, the Nestorian katholikos and the Jewish Ra's al-Jalut were summoned, and the caliph's rescript was read: recalling the bounds the Rashidun caliphs had laid on the dhimmis — distinction, humility and separateness from the Muslims — it ordered all dhimmis to alter their outward dress into what would mark them on sight, their neglect having let them assimilate to Muslim dress 1.

Summary

At the end of Rajab in the year 429, the decree of the caliph al-Qadir Billah was issued requiring the protected people (dhimmis) to change the outward dress by which they are recognised on sight. It was issued at the Caliphal Residence in Baghdad, in the presence of the nobles, judges, witnesses, jurists, the Catholicos of the Christians and the Exilarch (Ra's al-Jalut) of the Jews. 1

The reading

The reading stated that the rightly guided caliphs had imposed on the protected people fixed limits of subordination, humility and submissiveness, and of distinction from the Muslims in dress. It added that when this group became careless about these limits, they took on the likeness of the Muslims in their dress; so the Commander of the Faithful saw fit to instruct all protected people to display what distinguishes them. 1

Al-Qadir bans dealing in Maghrebi dinars

In 427 the caliph al-Qadir ordered an end to dealing in 'Maghrebi' (Fatimid-struck) dinars, and instructed the court witnesses not to attest any deed of sale, licence or loan naming that coin; people accordingly shifted to the Qadiriyya, Nisaburi and Qashani dinars.
