Summary
Mutlaq ibn Jasir ibn Mutlaq ibn Faris Al-Jaser, kunya Abu Abd Allah, is a Kuwaiti researcher and preacher and an associate professor in the Department of Comparative Fiqh and Sharia Politics at the College of Sharia and Islamic Studies, Kuwait University. 1
No source consulted gives his birth date: the Arabic article and his official CV give his degrees and posts only, and the Wikidata item carries no date of birth, so the museum records none. 2 His family belongs to al-Adan of al-Jalal of al-Suqur of the Anza tribe. 1
Career
He took his bachelor's in Sharia from Kuwait University's College of Sharia with excellence and honours in 2005, a master's in Sharia from Cairo University in 2008 with a thesis on ijara sukuk and their rulings in Islamic jurisprudence, and a doctorate in Islamic economics from Yarmouk University in 2014 with a thesis on the theory of the changing fatwa and its applications in Islamic banking jurisprudence. 1
He joined the teaching staff of the Department of Comparative Fiqh and Sharia Politics at Kuwait University, worked as a Sharia controller at Kuwait Finance House between 2005 and 2010, and was assistant dean for student affairs at the College of Sharia and Islamic Studies between 2018 and 2022; he is an imam and khatib at the Ministry of Awqaf and Islamic Affairs and a member of its fatwa body. 1 3
He chairs the board of the Murtaqa Scientific Society, is general supervisor of the Murtaqa and Binat centres, and sits on the fatwa and Sharia supervisory boards of Warba Bank and the Ain Cooperative Insurance Company. 1 3
Outside his university studies he studied under several scholars, among them Sa'd ibn Nasir al-Shathri, Khalid ibn Ali al-Mushayqih and Abd Allah ibn Abd al-Aziz ibn Aqil. 1
Works
His edited works include his edition of al-Juwayni's al-Waraqat fi Usul al-Fiqh with its appended commentaries and versifications (Kuwait, 2016) and his edition of Ibn al-Mulaqqin's al-Tadhkira fi Ulum al-Hadith (second edition, Kuwait, 2017). 1
His two theses concern Islamic banking: the rulings of ijara sukuk in jurisprudence and economics, and the theory of the changing fatwa applied to the jurisprudence of Islamic banking. 1
Positions and criticism
This section sets out what the sources report; it is not a verdict by the museum.
The Arabic Wikipedia infobox gives his ta'ifa as 'Ahl al-Sunna wa'l-Jama'a', his madhhab as Hanbali and his creed as Athari; but the madhhab value is cited in the article to Wikidata, so the infobox and the structured data are a single source family, and his own official CV names no school. 1 3 Since the museum records a school only on two independent attestations, no school is recorded for him in the museum's data.
