Overview
Al-Salabi says that Umar ibn Abd al-Aziz ordered that the cases of the accused be decided quickly: whoever deserved punishment was disciplined and whoever had no case against him was released. He held that establishing the prescribed punishments reduces the number of prisoners. 1
The condition of the prisoners
- Their maintenance from alms, month by month.
- Their clothing in winter and in summer.
- The shrouding of whoever died among them with no guardian, and his burial from the public treasury.
- Care for their sick.
- A separate prison for women.
- Appointing to the prison someone trusted in integrity who takes no bribes.
The book does not give a precise date for these orders, which fall within his caliphate from 99 AH.
