Overview
The constitution of Midhat Pasha was promulgated in Istanbul in 1293 AH (1876 CE). Al-Salabi regards it as the crowning of the Gülhane and Humayun lines of reform. 2
What al-Salabi reports
Al-Salabi says that for the first time in the history of Islam and its states, a constitution taken from the French and Belgian constitutions was put into operation. A man-made source of legislation inspired by the European constitutional experience was adopted in it, and it contained Western concepts such as "the homeland". This is al-Salabi's assessment, and an additional source is needed to present other readings. 2
